Q: What I'd like to know is, how would you distinguish
the true first ray disciple from a tragically misguided leader, or an evil megalomaniac for that matter?
JC: Let us assume for example Bush and Saddam. Saddam
advocates murder of his own people indiscriminately. Their torture also, mercilessly. He will show no sign of compassion or
mercy for even his close relatives. He will invade for his own good and not the good of the people. He will live in relative
luxury while he deprives his own populace of medicines, health care and adequate food and education.
He uses fear as a weapon of terror and control. He
elects himself by fear and careful manipulation and murder of any opposition. He destroys any true culture and all sense of
freedom and security, spiritual and material. He oppresses and poisons the spirit and the air which others breath. He never
speaks of freedom and liberty for others and never aims to bring human rights to his people or others. This is what he lives
for.

147. When the fate of the planet is being determined,
the forces are distributed along the poles of Light and darkness; therefore, each spirit must guard itself from faint-heartedness.
To side with Light means to walk with Us under the Banner of Hierarchy; to side with darkness means to walk under the yoke
of the black banner. Thus, in time of battle one should fierily realize Our Might and build a lawful affirmation of life.
Only thus can the challenge of the dark ones be accepted; for when the spirit is immune to faint-heartedness and treason,

367. Verily, a great page! Verily, the Banner unfolds
powerfully. Verily, when the world is in convulsion We intensify the forces of the higher means. But the front of opposition
uses the lowest means. Therefore, the most powerful possibilities are being brought forth. Hence, Tactica Adversa is Our measure.

178. Nations fashion their destinies upon the principle
of independent action. Each country builds its principles around its seed. Thus each country acts, straining different energies.
Creativeness which lacks the higher principles produces a karma of destruction. Parasites which suck all the sap from the
trees bring the karma of extermination upon themselves. Hence, when Our law proclaims cooperation, it must be realized that

179. When the nations create a new future, the
energies are assembled by the power of the spirit. When the power strives to establish the Cosmic Right, the departing power
tightens its snares. A difficult time manifests always new possibilities. Hence, the Cosmic Right is creating its channels.

194. The regeneration of the nations succeeds their
decline in consciousness. Each country passes through these steps. The creativeness of consciousness strives toward regeneration;
therefore, the most precise indication of a shifting will be the regeneration of consciousness. Thus, each step of a people's
consciousness is reflected in either the downfall or the progress of a nation. Therefore, an impetuous awakening shows the

445. The approach is endless; so, too, are defeats.
Few will discern where is victory and where defeat. One must know the relation of spiritual growth to the victory over darkness.
Darkness can display the Maya of well-being, whereas Light can attest to violent commotions. Hier. HR.
525. The welfare of nations is molded around a
single personality. There are numerous examples of this throughout history, in the most diverse regions. Many will attribute
this evident manifestation to the personality itself. But thus think the short-sighted; those who are far-sighted understand
that such synthesis is nothing but the manifestation of the power of Hierarchy. Actually in all such manifestations the Hierarchy
selects a focus upon which a current can be directed. Besides, a personality of this order possesses a fire, realized or unrealized,

Genghis-Khan - (c. 1162-1227) Mongol conqueror
and emperor. (WD) It is related that the Envoys from the Sage of the Mountain came to Genghis Khan. In the coffer lay a golden
chalice, and multicolored vestures. An inscription read; "Drink from one chalice, but garb thyself with the garments of all
nations." Thus was the Hierarchy indicated, and the tolerance worthy of a leader. (H, 295)
In 1189, after he was elected the new leader of
the Kiyat, he embarked on a series of military campaigns to unify the peoples of the steppe. In 1206, after a series of skilful
victories, Temujen was acknowledged as supreme leader of the steppe at a khuriltai, a traditional meeting of tribal leaders
to decide upon the future military and state matters. He was given the title of Genghis Khan meaning "emperor of all emperors"
or "oceanic ruler". Genghis Khan's campaigns and those of his descendants led to the creation of an immense empire that stretched

It might be apposite here to point out that such
first ray exponents of force are often misunderstood and hated. They may and often do misuse the energy available but they
also use it constructively within the desired limits of the immediate plan. I would also like to state that the lot of a first
ray disciple is hard and difficult. There are disciples of Shamballa just as there are disciples of the Hierarchy and this
is a fact hitherto not recognized and never as yet referred to in the current writings on occult subjects. It is wise and
valuable to remember this.
They are powerful, these disciples of Shamballa, headstrong
and often cruel; they impose their will and dictate their desires; they make mistakes but they are nevertheless true disciples
of Shamballa and are working out the Will of God as much as the disciples and Masters of the Hierarchy are working out the
Love of God. This is a hard saying for some of you but your failure to recognize this truth and to respond to it does not
